The answer is "No". Even as expensive as it would be to purchase enough spins to raise a skill to level 99, there is no doubt that the possibility exists for a Jagex-sponsored RWT extravagant event.

Jagex pushes Jagex' Squeal Wheel so that it is adamantly displaying the possibility of paying real-world currency to buy more spins. This is such a far cry from the original stances supposedly held by this company that it's a bit gruelling.
